The National Centre for Technology Management (NACETEM), South-South Zonal Office, on 13th April 2026, paid a strategic working visit to the Bayelsa State Ministry of Communications, Science and Technology as part of ongoing efforts to strengthen collaboration and advance Science, Technology and Innovation (STI) development at the state level.
The NACETEM delegation, led by the Zonal Coordinator, Mr. Osho Stephen Toyin, was warmly received by the Honourable Commissioner, Hon. Engr. Munalayefa Edwin Gibson, alongside the Permanent Secretary and members of the Ministry’s Management Team.
During the engagement, NACETEM presented a set of forward-looking proposals aimed at supporting Bayelsa State’s development through innovation, capacity building, and evidence-based policy implementation.
Key Areas of Proposed Collaboration
The discussions focused on the following strategic areas:
- STI Policy Training:
- Capacity building programme for senior civil servants on Science, Technology and Innovation (STI) policy formulation and implementation, aimed at strengthening governance and policy effectiveness.
- Technical Skills Mapping:
- A comprehensive initiative to identify and align technical skills within the state to drive accelerated technology-based socio-economic development.
- Innovation Workshop:
- A three-day workshop designed to promote innovation in the public service, enhance service delivery, and integrate STI principles into government operations.
The visit provided a platform for both institutions to explore sustainable partnerships that will contribute to improved public sector performance and technological advancement in Bayelsa State.
NACETEM reaffirmed its commitment to supporting state governments through policy advisory, capacity development, and innovation-driven solutions, in line with national development priorities.
